The goal of Machon Hora'ah BeYisrael is to train avrechim to become certified morei tzedek, and serve as inspirational leaders in Jewish communities throughout the world. The training process used is a comprehensive and in-depth learning program, with daily shiurim, writing of halachic kuntresses,
and regular exams.
Daily Shiurim
Each avrech participates in daily shiurim covering a wide range of halachic subjects, including complicated topics such as hilchos Shabbos, hilchos Niddah, and hilchos Ta'aroves. These shiurim build a solid foundation of halacha and develop a deep understanding of the halachic sugyos. Each shiur comprehensively analyzes the halachic sources and brings out the halachic principles that guide the psika.
Halachic Kuntress Writing
Each avrech writes a halachic thesis displaying a thorough analyzation of a specific halachic topic, including talmudic sources, rishonim and acharonim, and then presents his conclusions. This enables the yungerleit to develop analyzation abilities and a deeper understanding of complex halachic sugyos. The roshei kollel review the kuntresses, giving constructive feedback and improving the avrechim's halachic assessment abilities.
Regular Exams
Kollel Hora'ah holds exams on a weekly, monthly, and end-of-year basis. The exams ensure the avrechim keep up to the necessary level of knowledge required to become morey hora'ah, and properly apply the theoretical learning to practical life-examples. The exams cover the material learned in the shiurim, and are an essential tool for measuring the yungerleit's halachic command, aiding the roshei kollel to identify areas requiring additional elucidation.
In-Depth Expertise
The daily shiurim and regular exams enable the avrechim to deepen their knowledge and develop expertise in the various halachic areas. This builds a strong framework of knowledge, training them to handle complex halachic shailos and render expert, precise, halachic rulings
Psak Preparation
Kollel hora'ah focuses prepares the avrechim to become poskei halachos, providing spiritual guidance in Jewish communities worldwide. The shiurim give them the necessary knowledge to competently render halachic rulings, and the exams test their ability to apply this knowledge in practical examples. This combination of theoretical learning and practical application, ensures the avrechim's success in handling any halachic challenge that may come their way in the future.
Constant Monitoring and Improvement
The exams given on a regular basis enable the roshei kollel to monitor the progress of each avrech and identify which halachic areas need additional strengthening. This process ensures that each avrech receives the guidance and assistance needed to fine-tune his mastering of the subject, thus perfecting his halachic ruling abilities.

The Kollel Program
Cheshvan 5783 – Hilchos Basar Vechalav
During this period, the yungerleit learn hilchos basar vechalav in depth, including separation of meat from milk, hachsharas kelim and the process of kashering meat.
Elul 5784 – Hilchos Niddah
Hilchos Niddah are studied starting from Elul, incorporating the halachos of Taharas Hamishpacha, including halacha lemaiseh training by attending morey hora'ah in the bais hora'ah.
Nissan 5785 – Hilchos Shabbos
The yungerleit learn hilchos Shabbos, including issur melacha, mukzeh, and other halachos related to shemiras Shabbos
Nissan 5787 – Hilchos Ta'aroves
The yungerleit dive deep into hilchos ta'aroves, including the mixing of two types of food and halachic solutions in situations where kosher and non-kosher food have mixed.
Tishrei 5788 – Hilchos Ribbis
Hilchos ribbis are studied starting in Tishrei 5788, with an emphasis on issurei ribbis, halachos of giving/taking loans, and heter iska.
